Unless someone who has the blog could correct me, this is not a feature. You'll need to get someone to make this as a modification for you. Admin CP > Management Tab > RSS Management sidebox > RSS Import Manager. Click the top right hand button then click Create New RSS Import Stream... From there you can setup rss imports into topics.
