i deleted and reuploaded all the files many times and the same prob still exists

hey guys i just upgraded to IPB 3.1.4 from 3.0.0 RC .. i installed a shoutbox and tried to set permissions for user groups to use it but i never found the shotbox tap in the # Manage Applications & Modules i find the shoutbox under the [ Applications Not Installed ] everytime i try to install it it takes me to upgrade process and everything is up to date .. it doesnt take me to install progress like it should do and i donno how to fix that i wanna have the shoutbox working so bad :( any help plz? ------------- here are some screen shots to help u more understanding my problem :) shoutbox tap is there in the settings area that means its installed right ? in my apps tap i cant find the shoutbox when i go to user groups and try to set permissions for who can use it i cant find the shoutbox tap in my applications and modules area i find the shoutbox not installed :/ when i click install i get the upgrade page and i upgraded .. and everytime i click install it takes me to upgrade not the intsall processso what can i do i really need the shoutbox :( the pics in one file if u cant see them http://www.mediafire.com/?uhsph35m55vk1cp
