Download after purchase is usually allowed straight away. From Paypal your redirected to the client centre, you click downloads, fill in your forum url and you can download. Only exception is when your Paypal account is unverified, the system adds a 12 hour delay before you can download. Please have someone contact me. Just responded to your ticket now. It appears to have deleted your shopping cart data before the Paypal IPN was able to add it to your customer account.
