I'm not sure where is away around this until 3.0.2 is out. I'm not sure how the upgrader will treat your existing translations but you should definitely backup what you've got now.

Download after purchase is usually allowed straight away. From Paypal your redirected to the client centre, you click downloads, fill in your forum url and you can download. Only exception is when your Paypal account is unverified, the system adds a 12 hour delay before you can download. This is done automatically by the client centre, so you won't have to wait for me to do anything.
