Groups are promoted whether donations are approved or not

I have an offline payment by check option. I notice when people use this option that they are automatically promoted (to a secondary group) regardless of waiting for manual approval upon receipt of payment. They are also added to the goal total. These actions should only occur upon manual approval of donation for offline payments.
