Guest abuse of offline payment

I have an offline payment option to mail in checks or whatever.    I see no way to disable guest donations. Certain non-members (most likely banned members) are abusing this by donating an offline payment.  This shows up on the goal sidebar, as it seems to count both approved and unapproved donations, though does not show on the total stat box as it only counts approved donations.

We need the ability to exclude certain groups from donating and make the goal sidebar not count unapproved donations.

Another helpful tool would be to log IP address for all who donate so we can ban them if they try to abuse the system again.
