No group promotion and extension

When the Promotion Extension setting is disabled no group promotion will go through. Even if it's the first group promotion and not an extension.
Just patched the files internally. Announcing fix next version.

Hmm, maybe not. I enabled the promo extension setting and still no secondary group promotions. Even tested a primary group promotion and still a no go. Installed 3.0.1 I downloaded on 11/18 to IPB 3.2.3.
A little more testing... if I exclude groups for primary group promotions, it is excluding from both primary and secondary promotions. I want to exclude all from primary group promos and only allow secondary promos.
Also noticed if I delete anyone from the group promo list, they are not automatically demoted.
