The 'Collapse' works well, but it does not keep in the cookies. At each change of page, the window is open

Can you delete clearing your cookies? Also try a hard refresh (Ctrl Key + F5) to make sure the new global messages javascript file is loaded.

Yes Michael all cookies has been cleared. Hard refresh also, but without result
The windows is open
