Using the %MOD% (member who performed action) command it seems to instead use the name of the "Topic Author Id" you set in the system settings, for both PM and topic alert.
For example, if I set the pm/topic author to "Admin 1" via settings, then moderate someone's post as "Admin 2", the person who performed the moderator action will show as "Admin 1".
