Hello,

Can the system not allow vehicles without photos? Or hide from others vehicles without photos?

Currently there is no way to force people to add images because it's added separately to adding the vehicle. There will be however in v3.0.1 a way to disable vehicles from appearing in key locations other then browse vehicles if they have no images uploaded. Also some changes will be added to encourage the uploading of images. v3.0.1 is due out in the next few days.
