With Global Messages, could I just have it put global messages on just the IP.Portal page in sidebar blocks and not in the forums sidebar?

Yes, they are both separate setting. In the Advanced Settings Tab > Show Sidebar controls what's showed in the forum sidebar. And Show Portal controls what's shown in the default/unreal portal blocks.

Hello,
Can you tell me where is this setting, because I can't find it! It's the same with the video system - I see the portal block template set in Look&feel, but I cannot find where to activate the block in the portal?! Please, help me....

I can't find any purchases with this account, would suggest opening a support ticket with the account you purchased with.
